If there is a specific CS Games meeting at 7pm tonight, what is the difference in content/coverage between what will be discussed in the general meeting, vs the later meeting?

There are a couple of motions that need to be passed at the General Meeting...and unfortunately, they're required to happen at the general meeting. The intention is to create two CS Games Committee's (theoretically one for each team), and then discuss membership to each committee at the CS Games meeting.

Committee creation requires a vote at a general meeting, which is why it has to be done at the normal meeting. I hope that makes sense. If not let me know.

Since these seem to be rather significant, and it would be in everyone's best interest to provide more information, rather than less.
Unless the only two that will be proposed are to create committees for each of the two teams heading to CS Games.
If these are so important, I think they should wait until after said CS Games meeting later tonight, so that those who are going(?) have all the information they require to make an informed decision, and not leave it up to everyone else to choose for them.

I'm a little confused as to the purpose of these committees. Are we just approving their creation? Or are we deciding on team leaders, membership requirements, etc as well?

All we're theoretically
All we're theoretically going to do is approve the creation of CS Games Committees for the purpose of CS Games preparation. It will not have any large impact on those going to CS Games other than being an official capacity for CS Games Meetings. If anyone really objects at the CS Games Meeting tonight, the committees can be disbanding and potentially recreated at the next meeting.
